Same concept used in NYC and highrises with the water tanks on the roof. You can't really pump water over 6 stories without a watertank or some massive pumps.

That would have been a huge issue at the World Trade Center if the towers hadn't collapsed. Because the airplane impacts almost certainly destroyed the standpipes firefighters could not have pumped water to the fire floors. They would have had to let the fires burn out by themselves, and it's highly doubtful the trapped occupants could have been saved.
