There's quite a bit of controversy around Moshe Dayan's decision to allow the Wakf to control the Temple Mount - and in light of how it's been used since then, it seems he was wrong. And Mitch - your description of the Halachic (Jewish religious law) issues is incorrect - the issues are ritual impurity, and the rules are quite complex.A proper explanation would take longer than I have time for, but suffice it to say that there'd be ways to allow Jewish ascent to most or even all of the Temple Mount had there been a desire by Israel's leadership to do so in 1967.
