It would not have because the government had no plan to get properly fitting N95 masks into the hands of the general population in the quantities needed.But that wasn't a necessary condition. They could have geared up; they chose not to. Also, even crappy surgical masks protect others, because any virus-containing droplets you exhale get stopped. |
