Yes you can.

The Bill of Rights only says that the right to bear arms shall not be abridged. I'm not suggesting to abridge the right, just to regulate it.

Do you think that being in a well-regulated militia did not include training, background checks*, and limitations on the type of guns you could carry?


* Sorry, Billy, you can't be in the militia, we know you tried to rob that grocery store.
