Requiring a prosecutor to have "all the information" is a very high standard.

It's not a standard. It's just prudent practice, and there might be plenty of reasons for doing otherwise.

Bragg still had a witness on Monday, and there hasn't been any meeting of the grand jury since. How could there possibly be an indictment yet?
