Al Smith used to say that the NYS Legislature was "Constitutionally Republican".The reason was that the NYS Constitution limited the number of each legislative chamber and had a provision that each county had to have at least one member in each chamber. This meant that NYC legislators represented far more residents than those outside NYC. |
