That depends on the benefit to them and to society of their wearing the masks.

For example, you wouldn't say that if the applicable kids were downwind from a toxic chemical plant that had just exploded.

Whereas of course you would say it, with great justification, in the case of a moderate outbreak of flu in an Asian country (despite the conventional wisdom there and then being that everyone should wear a mask).
