Protection of general public health by providing a source of clean, unreused paraphernalia like needles. Middle distribution programs have been proven as a way of reducing the transmission of many bloodborne pathogens. "Harm reduction" means exactly that. Reducing the presence of disease vectors among people with substance abuse issues, protects everybody.
