In any case, Pelosi isn't part of the military CoC, which is POTUS (or alternately VPOTUS, if POTUS unavailable or VPOTUS is the alternate CINC, as he would be if he and POTUS were on separate NAOC planes during wartime)>SECDEF>JCS>Military Commands and Agencies.
