If the DA says they will not charge or prosecute, or makes it clear that they do not believe a crime has been committed that ties the hands of the police. Or, the evidence uncovered so far is not close to sufficient to support the arrest, and pulling the trigger too soon could prevent the development of this or a larger ongoing investigation. |
