It seems very credible to me that he started in the Transit Police and eventually became an NYPD detective, retiring with 30 years of service.

Of course, as a detective, his expert professional judgment would have been supported by evidence. In the Arbery case, he has no access to the evidence, so he can't have expert professional judgment.
