That mask requirements are not enforced and even flouted by those empowered to enforce these requirements re-enforces the message not to come back.

I know this is a mistake, but many riders will think their masks will give them sufficient protection against the occasional unmasked person. And given a choice between the unmasked cop and no cop at all, 99% will choose having a cop.
