Halloween Explanation Needed

First of all, I hate Halloween. Strangers ringing my doorbell well into the evening to extort candy is annoying. Toilet paper and shaving cream on cars. Eggs on houses. It's a shit holiday but kids love it. So now one school in Seattle has decided to ban halloween. Not because it's anti Dental Health. Not because of the mischief it brings but because
"IT MARGINALIZES BLACK CHILDREN"

Can someone explain how?
