There was an article published by a group of MIT students and faculty on this same subject around March 2020 that did not cover wind effects. This was at the time when Covid transmission was thought to be by touching contaminated surfaces or through droplets. The MIT article examined aerosol transmission for particles the same size and weight as the coronavirus. One conclusion was that such particles would remain suspended in air about 12 feet from where it was emitted, not the 6 feet assumed for droplets.

I don't know to what extent, the initial advice given by various health authorities may have been influenced by political decisions. Woodward's book stated that Trump informed him of Covid's aerosol transmission back in February 2020. The various health authorities did not consider aerosols to be the primary infection mechanism until around July of 2020.

Wouldn't this also apply to any virus?

The physical travel would apply to any particle of the same size and weight of the coronavirus. Whether such particles cause illness depends on what happens when they are inhaled. Different viruses react differently, when they enter the nasal passages.
