That could be, but that's more of a gray area. For one thing, I don't think that the post office forwards ballots so you would have to show up in person. And if you show up in person you probably live close enough that your actual ballot would have many of the same people anyway. For another thing, it's not clearly illegal to do so in most states. Some states explicitly allow it and I think that only a few explicitly forbid it. If you're registered there and only vote once, then it may not be fraud.

What I mean is that there are lots of people that fill out mail-in ballots for elderly parents. Or people that are sick. Or otherwise away.

In-person there are quite a few duplicate votes in places that don't require ID. Much of that may be inadvertent because of the same name, but it happens and no one talks about it when voter fraud discussions happen. In California those votes are provisional and ultimately counted if they don't impact an election result. I don't know that they ever have impacted a result, but in that case voters would be disenfranchised.
