The FAA is a regulatory agency which is part of the USDOT, a Cabinet-level part of the federal government. The Constitution delegates to the Executive Branch the responsibility of enforcing the laws, and creating a Cabinet. In fact, by agreement with the ICAO, the FAA also is the recognized aviation authority over international waters bordering the United States. I suppose you missed that lesson. |
