The federal Partial-Birth Abortion Ban Act of 2003 explicitly prohibits this procedure. It was signed into law by President George W. Bush. The Virginia proposal would not have violated the federal statute, as it applied only to fetuses that couldn't survive outside the womb.WAOBS |
