you are saying that affluent white people don't use air fresheners in their car or are you saying that they use it appropriately?

There are other possibilities.

Here's one. The police use their discretion to decide against whom to enforce various laws.

You observed that 2/3's of the drivers were operating cars in an illegal manner. You did not mention the transgressors' race. I'm assuming that 2/3's of LI Parkway users are not black.
