Everyone but you, apparently. President Hiden is a stutterer.In order to overcome this, he's learned to wait before speaking. Over the years, this becomes ingrained. Ignorant people can mistake this for some variety of mental issue.It isn't. It's a control behavior.

Seeing the good job he's doing handling very difficult problems, like rebuilding the parts of the government after trump shredded them, his stutter has no bearing on his ability to govern.
