Sort of. A comment something like "This is a kind of caricature that people from China and nearby countries would probably find insulting. Running while eating, grinning a huge grin, and wearing this kind of hat. But in 1937, when the book was first published, most Americans didn't think about things like that." If I were reading this to a child, and he saw the picture, I would probably make some comment like that, but try to keep it as brief as possible. Most likely, I would avoid showing him/her that particular picture, if i could.

I think I did actually read that book ("And to Think That I Saw It on Mulberry Street") as a child, about age 9, and did notice that picture. By that age, I already understood that there used to be a lot more prejudice in the world, and that a drawing like that would not be included in a more recent book.

BTW, I looked up when the book was published, and was surprised that it was as early as 1937. I would have guessed more like 1947.
