No. Plenty of people have gotten covid without being exposed to a covid-infected individual maskless for 15 minutes or more. Longer is more dangerous, but short exposure is not danger-free.

My wife's second cousin was fine last Nov 25 and deceased by Dec 25. She and her husband flew from AZ to PA, taking all precautions, socialized with her husband's children, and returned to AZ. The children did not have covid; she and her husband got it; she died. She was 74 and in good health.

No hint of her having been exposed for 15 minutes or more to an infected individual.
