The offensiveness of a caricature is greater the less economic and political power the target group has.

Making fun of German-Americans in 1918 was very harmful because lots of upstanding Americans lost their jobs over it. Now it's pretty harmless because German-Americans suffer very little if any harm as a result.

This is why, for example, saying that the Rothschilds started the California fires is more serious than your example about Germans. Mass murder was justified based on such stereotypes.

The same applies for other ethnic groups that have been targeted by wholesale violence.
