When I first moved to LA (1976), my apartment building usually had about 3-4 carts in the building (they stayed in the hallways). Came in handy bringing stuff up from the subterrean (sp?) parking to my 3rd floor apartment (that is, when the damn elevator was working) Most were from a small supermarket down the street. Of course, it was illegal to remove them from the store property, but people did it anyway. Occasionally, they would be abandoned on the street, and there was some guys who would drive around in pickup trucks and retrieve them, and the stores would pay them for getting them (I guess a certain amout per cart)
