False.

They're making the best possible estimate, and corroborating it by looking at extra deaths relative to the same period in recent prior years.

It's not precise, but it's not as though large numbers of deaths are being misattributed either.

And yes, if someone dies of a heart attack while afflicted with covid, there's no perfect answer. But those kinds of cases don't amount to very many.
