I'll stick my neck out and guess that the undertakings that you had to work with didn't rise to a level that involved manufacture, distribution, & logistics of vaccinating 300+ million people.The first thing one does with a large and complex operation is to subdivide it into smaller and manageable tasks. Implicit with this subdivision is establishing lines of communication between those in charge of the sub-tasks, as well as communication up and down the ladder to and from the people in overall charge. I question whether such planning occurred or followed for vaccinating 300+ million people. One case in point is the subject of the original post. A decision was made in late December to send the second dose vaccinations to the states, rather than withhold them. This was not adequately communicated down the chain to the states that were told they would be receiving more vaccines than originally planned. The implication was that more people had to be vaccinated sooner than originally anticipated. Fine, the states lined up more people to get vaccinations. Guess what? There weren't any more vaccinations in the larder, when the states were told to get more people vaccinated sooner. Is there a paper trail to see how things went wrong? |
