I hadn't heard of any "groundswell" seeking to change the date of future inaugurations, but it does seem like a good idea.Doing so would require a Constitutional amendment. And once we set out to amend the Constitutional procedure regarding the election and inauguration of the President, some people will push to abolish the electoral college altogether. That's not going to pass (it would never be ratified by 3/4 of the states), so let's see what the timeline could be shortened to, with the electoral college system still in place. Current law allows five weeks for the results of elections in the various states to be certified. This year, we needed all of that time, with the last state certification not coming until the last allowed day, December 8th. Since election day can fall from November 2nd to November 8th, five weeks later can fall from December 7th to December 13th. Let's say the electors vote the next day, December 14th at the latest. We can say the certificates should be shipped overnight to Washington, but we should probably allow two days to be sure they all get there in time. That could put the official counting on the 16th, and the inauguration on the 17th. But do we really want the inauguration at the height of the Christmas season? Maybe. Or maybe wait until after Christmas, have it on the 26th or 27th? We could. Now, many lesser officials (like mayors and governors) take office on January 1st. But we surely don't want the inauguration at the stroke of the New Year, most people would rather watch the ball drop or enjoy some other, non-political entertainment. Maybe letting the new President and Congress both take office on the same day, on January 3rd, might make the most sense. Have the inauguration at noon, and have the new Congress walk inside and hold their first session at 1 PM? |
