That should be determined on a case by case basis not to be broad brushed. The first ammendment has a reason that its first. "Civil dialogue" can exist anywhere civil people participate. Even here.
Speaking strictly for myself, when I chip in from time to time when posting, I found (for the most part) that when you are able to be civil, avoid a condescending, talking down tone, listen & avoid name calling, civil conversation can be maintained.
