There is no financial incentive. The CMS doesn't set the rates in:
Canada
UK
Mexico
North Korea (didn't you see him cry?)
Russia
Belgium
Italy
France
Israel
Iraq
Iran
Egypt
South Africa
Argentina (which is another whole issue)
Sweden
Swisserland (how it should be spelled)

And so on.

Secondly, yes, every medical issue and procedure is billed at different rates. That is why Obama was going on about "jew doctors" taking out your tonsils after looking at a fee schedule when you don't need one.

Third, let's talk about what it takes to treat covid. They have things called infectious disease wards, or now covid wards. To treat you in a hallway or a parking lot, the people have to wear special equipment, and use extra equipment.
Secondly, a covid corpse is so outlandishly infectious. It's been several months since I read how infectious, I just remember being ahgast at it. YOu have to wear a moonsuit just to buy it.
