Non-citizens can get a drivers license without a social security card, etc. The move to make obtaining a drivers license on the basis of residence and driving ability was proposed by Governor Spitzer back in 2007. It has continually been blocked by the GOP-controlled State Senate. It was one of the bills passed by the last Democratic-controlled Senate. The reason NYS citizens must shoulder a disproportionate share of those injured in collisions is due to driving uninsured vehicles regardless of the driver's citizenship status. There are plenty of people with homes in NYS who register their cars out of state. They do this to escape their obligation to obtain adequate insurance. If you wish to vent your spleen, look around your neighborhood for vehicles with out of state plates that are permanent fixtures. Their owners are the ones who deserve your our disapproval. |
