The city was significantly worse-run in the 1970s. We just didn’t have a president and a federal government that was so hostile to it.

Of coourse it was. I said "worse than a few decades. 80s (things started to get better), 90s, 00's and 10's are a "few decades". That's more than enough "decades" to say "a few decades".
What exactly did I say wrong? And I WHERE did I say "it was worse than the 70's"? Stop adding your own assumptions of how I feel to things I say.
