Actually ring is slow cycle AC usually 20/30 hz...in a traditional tel set, the
capacitor allows the AC "through" and the phone rings, but "blocks" the dc so when on hook, the CO has no loop through the coil of the bell which would cause steady ROH condition if the cap weren't there.
