Verizon is aggressively moving to decommission copper everywhere. They've done it a piece at a time in some areas (especially where the had previously installed fiber in a neighborhood for fios, and whole wire centers at a time (mine is scheduled for 4q this year) In those areas all service is shifted, the copper is abandoned, and the C) switches are decommissioned. All service is moved to newer "softswitches" In many areas if you have an outside plant problem in copper, they will not fix it and transition to fiber. Landlines are a tariffed service, you can also get digital voice bundled with fios, that may be cheaper, but is an unregulated service. They are supposed to provide an 8 hour battery unit for the ONT with landline service, the current ones take 12 D batteries and are your responsibility to buy if they go bad. There won't be much copper left in Verizon territory for much longer.
