NYC settles lots of these cases, they pay out quite a bit on PD misconduct cases. I have no idea what Louisville PD is like, NYC (by any objective observer) is generally highly regarded as a very good PD. But all it takes is one, and they will garner all of the attention. I would find it very hard to believe that anyone who worked any job, not just PD didn't run across at least a few that don 't belong. And it is pretty much expected on any job (again, not just PD) not to sell out your brothers/sisters except in the most egregious situations. It is more difficult today because camera phones and surveillance tapes are everywhere, and everyone second guesses everything, the benefit of the doubt is gone. Some of that is probably good, phony stories are much less likely to fly, but it's probably gone too far, it causes people to not want to act, even if they were right, for fear of scrutiny.
