Words and phrases don't exist in a vacuum. "All Lives Matter" is used exclusively by hate groups and people specifically opposed to "Black Lives Matter." Using the term "All Lives Matter" expresses an affinity for such groups.

It's the same way that "National Socialism" doesn't have anything to do with "Socialism." Its potential literal meaning is trumped by the meaning it's taken on by its most common use.

In a more innocuous way, when you see the term "good samaritan," you don't think that person is literally a Samaritan.
