The idea of Blackout Tuesday was to spend no money at all. The exception was if you must buy something, support a local Black-owned business. This isn't state-sanctioned terrorism like your prewar Germany example, nor is Blackout Tuesday reinforced by state-authorized violence against a specific group. The political message of Blackout Tuesday is to remind the country that Black people can vote with their pocketbooks, and that makes a difference.
