The first night of the looting in Manhattan, many eyewitnesses reported pathetic police responses, including police cars just driving past obvious ongoing looting. These looters were clearly professionals (who arrived in cars, smashed, grabbed, and drove off) and not protestors.

I think the police were probably told to stand down in certain cases, but more out of fear of being outnumbered than anything else.
