I am not going to read all the posts in this thread but let me say this:

Any ATM that accepts "ALL-POINT" is supposed to accept the card at no fee! Those are the in-network ATMs (The ALL-POINT) ATM I tried would not give me cash after several attempts

My bank told me that they could not take the money on the card and deposit into my checking or savings account. It could also not be done on the bank ATM. I was told that I had to withdraw the money at $500 per day (plus fees from both banks) and deposit it in cash.

I finally called the automated Customer Service number and was able to provide account and routing numbers and transfer the funds in one shot to one of my accounts.

I am assuming that they switched to these debit cards because someone in congress had a small family owned bank that benefitted from a sudden massive infusion of cash. It certainly didn't make things easier.
