What do you do about the people who recklessly endanger my health.* Can't I appeal to my government to protect me from them?

* Example: Young adult goes on spring break the week of March 15th, returns to NYC with an asymptomatic infection, and then insists on breathing down my neck when I'm waiting on a line because social distancing is stupid.
