It may be both, though.

I think it is effectively neither.

I believe he is trying to falsely bolster optimism for political reasons. And while he probably realizes he owns some shares of the applicable drug manufacturers, he must also realize that his stake is so small as not to matter in the overall scheme of his personal wealth.
