2.3 percent is 2.3 fatalities out of every 100 infections.

If there were only 100 infections, that number sounds bad, but when the higher numbers of infected come in, the 2.3 number gets smaller. By the time you get to 10,000 infected, the number of fatalities is "only" 230 but the number of survivors is 9,770.
