A President Hillary would likely draw on her experience at HHS, and as a Senator. I believe she would have been more receptive to expert advice on handling the pandemic than Trump has been to date. I think her overall experience in government would serve her better than this rule-by-fear-and-revenge method we see Trump using.

The media would be just as diligent in scrutinizing Hillary's response as with any other president, but would likely have far less negative things to report. A President Hillary would almost certainly have retained the Pandemic Response Team, and held the CDC's budget intact, because she wouldn't have used that money for unnecessary things like a wall on the Mexican border. Hillary would also have kept Dr. Tom Frieden, right up there with Dr. Fauci.
