he was trying to "encourage" manufacturing to move back here via tariffs while the (non-Bernie) left were continuously criticizing him.

"Free trade" is not merely backed by the left. It's safer to say that the establishment backs it, and that runs the spectrum from left to right, for different reasons.

So bureaucracy is why there was a shortage, and lifting the bureaucracy is the solution. Without the state of emergency, no one was lifting any red tape, and if the state of emergency was declared too early, media would be saying "omg Trump is a dictator"
If somebody paid to produce them, they would have gotten produced. It's not like you have to fill out a dozen forms to explain why you need one.
Once human-to-human transmission was confirmed, I sincerely doubt few people with any meaningful influence would have criticized a health emergency at least.

But what should he have said, "I want you to panic. Buy all the food and toilet paper RIGHT NOW!" That's what the commentators I was watching on Youtube were saying (minus the TP) in February, and they were being dismissed as whackaloons by the twitter blue check "journalists" with fancy WaPo and NYT bylines.

You know, there is a whole spectrum of responses you can have between "it's nothing" and "I want you to panic". A bunch of dippy commentators on YouTube is not always a good source of possible responses. I also would've criticized anybody who would have called for a panic, because that means the shortage of masks, medicines, and other medical supplies would've happened even earlier.
