Thats the way its supposed to happen. On those rare occasions, it dosen't. Those nozzles are pressure sensitive, meaning that the gas has to be flowing out of the pump at a certain pressure or the automatic shut-off feature might now work.
The two most likely scenerios where this could happen is at a busy station, all of one particular grade is being pumped at the same time into several cars or if the station tanks are running low, slowing down the pressure.
I've seen that happen where a motorist is checking under the hood while the gas is pumping. The nozzle didn't shut off & the gasoline went flowing down the side of his fender & into the street. Luckly his car & the neighborhood didn't blow up.
