1) Why is the "deal" under which Smollett paid $10,000 and performed community service considered "unofficial", rather than a disposition that would make these renewed charges double jeopardy?
2) Why are the charges against him labelled "disorderly conduct"? That sounds like a very low-level offense, but these are felony charges.
