Some of these hick towns fund their operations through civil forfeiture. They pull over a car with out-of-state plates, them make a big noise over anything "suspicious" they find, like "improper" amounts of cash on the occupants, false "alerts" by specially trained K-9s, or even "nervousness" of the driver or passengers. Anything to give them "reasonable grounds" to confiscate money, vehicles, or other items of value.

In some cases, if the driver is traveling with children, they threaten to have the kids taken by child welfare agencies because the cops are "concerned" about the children being around "suspected criminals". There are many paths to legalized robbery.

These unfortunate motorists rarely ever see their property again, as it's very hard to prove that any cash they were carrying wasn't the "proceeds of criminal activity", or that their vehicle wasn't "engaged in interstate trafficking".

These small-town police and sheriff's departments have been getting away with things like this for decades.
