"Giving arms to (the) unintelligent ..."My take on that is referring to those folks who are unable to grasp or understand the concept of gun safety (locks, gun safes, keeping them away from kids e.g.) and complete necessary training in the use and handling of firearms. Similar to a road test. Can't follow basic rules of the road or safely handle your vehicle, you don't get a drivers license. |
