What? If it's a right of the people, the state is prohibited from abridging it. And in any event, this is beyond the scope of my claim that the structure of the federal government favors the smaller states, and to a greater extent, a group of states called the "swing states." This is still a rural bias because such states have a lesser proportion of their population living in urban areas than the country as a whole. |
