The difference is the Rent Law actually had issues that needed to be fixed, such as exhorbitant fees and security deposits designed to keep away those with lower incomes or less than scrupulous landlords and their attorneys who would send notices by sewer service and overburdended Landlord Tenant parts lacked the resources to hold their feet to the fire. Inevitably the Defendant would not show up and the backlog was so long that Judge could not make inquiries of every default to see if service was proper. However, in typical Democratic party fashion, they went completely beyond what was needed and exerted more government control. |
