All true, but that doesn’t mean they shouldn’t be allowed to vote, because we don’t require any sort of high level of executive functioning to vote. A person who a court deems incapacitated, and appoints a guardian, and can’t do any of the things you mentioned on that list, is nevertheless still allowed to vote. |
