It’s obvious from the context that Obama meant to say “47 states.” It is not reasonable to believe that Obama sincerely thought there were more than 50 states.

On the other hand, Trump has shown himself to be ignorant or misinformed to the extent that it is plausible that he thinks that Colorado borders Mexico.
